How do I register an off-plan project in Dubai?

What is Oqood?
Oqood is the Dubai Land Department's interim register for off-plan property sales. It records each buyer's purchase before completion and is converted into a title deed at handover.
Why do off-plan projects need an escrow account?
Dubai Law No. 8 of 2007 requires buyer payments for off-plan units to be held in a dedicated project escrow account, released only for that project's construction and related costs.
Can a developer terminate a contract when a buyer stops paying?
Yes, but only by following Article 11 of Law No. 13 of 2008 as amended, which requires DLD notification, a notice period and deductions based on project completion.
