What is Off-Plan Project Registration?
Off-plan project registration is the regulatory process that allows a developer to market and sell units in a building before it is completed. In Dubai, a project must be registered with the Dubai Land Department and its Real Estate Regulatory Agency (RERA), have an escrow account with an approved trustee bank, and be activated for Oqood (interim registration) before any off-plan sale can be recorded.

Questions developers ask
Can I sell units before my project is registered?
No. Off-plan units in Dubai can only be sold once the project is registered with DLD/RERA, an escrow account is open and Oqood is active. Selling earlier exposes the developer to penalties and leaves buyers unprotected.
How long does off-plan project registration take?
It depends on the completeness of the project file, the zone authority and the escrow bank. A well-prepared file moves much faster because most delays come from authority queries and resubmissions. We give you a timeline after reviewing your documents.
