Oqood registration and management
Oqood is the Dubai Land Department's interim register for off-plan property sales. Fifth Consultancy manages Oqood for developers: activating the project, registering each sale and purchase agreement (SPA), processing amendments, transfers and cancellations, and keeping the register accurate until title deeds are issued at handover.

What is Oqood Management?
Oqood (Arabic for ‘contracts’) is the interim real property register created under Dubai Law No. 13 of 2008. Every off-plan sale must be recorded in Oqood so the buyer’s interest is legally registered before the building is complete. The Oqood certificate is later converted into a title deed once the project is completed and handed over.

Questions developers ask
What is Oqood in Dubai?
Oqood is the Dubai Land Department's interim real estate register for off-plan properties. It records the buyer's purchase before completion, and the record is converted into a title deed after handover.
Who pays the Oqood registration fee?
The DLD registration fee for off-plan sales is usually paid by the buyer, though some developers absorb it as a sales incentive. Fee amounts are set by DLD and can change, so confirm the current schedule before quoting buyers.
Can Oqood be cancelled?
Yes, an Oqood registration can be cancelled, for example after a lawful termination for buyer default or a mutual settlement. The cancellation must follow DLD procedure.
